The suspect in the fatal shooting of a Harris County constable was taken into custody in Mexico this morning, transferred to the U.S. at the Del Rio Port of Entry and will be flown back to Houston to face a capital murder charge, Val Verde County Sheriff Joe Frank Martinez said.

Houston resident Oscar Rosales, 51, was delivered to the sheriff’s office just after noon today by a team of law enforcement officers that includes VVSO deputies, Texas Department of Public Safety investigators and U.S. Marshals Service deputies on the Lone Star Fugitive Task Force.

“Federal, state and local law enforcement agencies, together with the Western District and Southern District of the U.S. Marshals Service, worked jointly to bring this individual into custody. It was a good, coordinated effort,” Martinez told the 830 Times and KENS5 in a brief press conference outside the sheriff’s office.

The sheriff identified the arrested man as Rosales, the suspect in the fatal shooting death of Harris County Pct. 5 Constable’s Office Cpl. Charles Galloway. Galloway was gunned down Sunday after he stopped the car Rosales was driving.

Galloway, 47, a 12-year veteran of the constable’s office, died of a single gunshot wound to the head, Houston authorities said.

Martinez said Rosales was returned to the United States through the Del Rio Port of Entry and was transported to the sheriff’s office in a marked VVSO unit, accompanied by unmarked Texas Department of Public Safety and U.S. Marshals Service vehicles.

“Here, he is going to be booked into the jail, he is going to be magistrated, and we’re just waiting to make arrangements through Harris County to take this individual out of our jail and transport him back,” Martinez said.

Vanessa Croix, KENS5 reporter, asked Martinez how it felt to be part of the capture of a suspect wanted for killing a law enforcement officer.

“I just hope it brings a little comfort to the family. We lost a constable there, and individuals like this don’t need to be walking our streets,” Martinez replied.
