Mayor Bruno “Ralphy” Lozano recently led city council members in honoring a north Texas businesswoman with Del Rio ties who donated thousands of dollars’ worth of facemasks to the city early in the COVID-19 pandemic.

Lozano recognized businesswoman Nancy Lin during the council’s April 12 regular meeting.

“I just wanted to thank you for donating all the masks that you did. We were able to distribute many masks to council members so they could distribute them throughout their districts, and I know at the time that it was a big challenge trying to get resources, and you were able to import those masks directly from Taiwan,” Lozano said as Lin joined him on the floor of the council chambers in front of the council dais.

Lozano also spoke about Lin’s sister, Diana Stern, and Diana’s husband, Del Rio attorney Jack Stern, and their annual production of a Chinese New Year celebration.

The mayor then read a short biography of Lin and her many accomplishments.

“Nancy Lin immigrated to the United States in 1982 and worked for her sister, Diana Stern. She acquired Arrow Travel Agency in 1998 and started a logistics company doing business worldwide, the Dallas branch office of Leader Mutual Freight System in 2002, also acquiring a Chicago office in 2018. Nancy is not only a successful businesswoman, but has also dedicated her time to community service for many decades,” Lozano read.

Lin served as president of the North Texas Collin County Taiwanese Chamber of Commerce from 2013 to 2015, served on the advisory committee for the Taiwanese Chambers of Commerce of North America, was named senior consultant for the World Taiwanese Chambers of Commerce, served as director of the Dallas Chinese Community Center.

She is managing director/president of Leader Mutual Freight System Inc. in Dallas and Chicago and has for the past 15 years assisted Diana Stern in dance choreography and rehearsal practice for Del Rio’s Chinese New Year celebration.

“And as I mentioned, during the COVID-19 pandemic, the Taiwanese Chamber of Commerce of North America and Taiwan Health Campaign donated a total of 10 million masks in North America. With Ms. Lin’s connections here in Del Rio, we received upwards of 20,000 masks, valued at $7,000, here in the city of Del Rio and these masks were distributed, as previously mentioned, to our council and their districts, but also to our first responders, the hospital and other organizations,” Lozano said.

He then presented Lin with a certificate of recognition.

“It’s an honor, and I’m humbled to receive this recognition, and it would not have been possible without my sister’s and brother-in-law’s help,” Lin said.

Diana Stern also spoke to the council briefly.

She thanked the support she and her husband have received from the mayor, council and community.

“I love this town very much . . . This is a wonderful city, full of wonderful people,” she told the council.
