NEWS — City’s finance department earns budget award

Members of the city’s finance department have been honored by an international organization for their work on the city’s 2021 budget.

Roxy Soto, city budget analyst, was singled out for particular mention and received a certificate of recognition from the city for her work. The awards were presented during the May 10 meeting of the Del Rio City Council.

City Finance Director Alberta S. Barrett opened the presentation by giving the council information about the organization that presented the award, the Government Finance Officers Association (GFOA).

“The GFOA represents public finance officials who are deeply involved in planning, financing and implementing thousands of governmental operations in each of their jurisdictions, throughout the United States and Canada,” Barrett told the council.

“GFOA established the Distinguished Budget Presentation Awards Program (Budget Awards Program) in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting and then to recognize the individual governments that succeed in achieving that goal,” Barrett said.

“To earn recognition, budget documents must meet program criteria and excel as a policy document, a financial plan, operations guide and a communication tool,” she added.

Barrett told the council in April the city of Del Rio received the GFOA Distinguished Budget Presentation Award for the fiscal year beginning Oct. 1, 2021 and noted this is the second consecutive year the city and Soto have received this award.

“I just want to thank Roxy as well and our whole finance department. Ms. Soto does a phenomenal job. We’re doing our budget hearings and everything right now, and she does a phenomenal job just having everything organized and on track, and it’s our pleasure to honor her,” City Manager John Sheedy said following a round of applause for Soto.
