A deeply divided city council voted Tuesday to keep playground equipment in city parks off-limits over continuing concerns over the possible spread of COVID-19.

The Del Rio City Council discussed relaxing restrictions on the use of playground equipment as part of a regular briefing by city staff on the COVID-19 situation locally.

Mayor Bruno “Ralphy” Lozano asked each council member if they had questions about the COVID-19 data and update included as part of council members’ packets. Lozano then asked council members for their comments on the standing ordinance outlining restrictions enacted to mitigate the spread of the novel coronavirus.

When it came his turn to speak, Councilman Jim DeReus made a motion to open playground equipment in city parks.

DeReus’ motion at first received no second, and he said, “I don’t see why we are preventing people from using equipment based off of all of the science that has shown that contracting coronavirus from a hard surface, especially one that is outside, is extremely unlikely.”

He pointed out people are allowed to go into stores and handle merchandise that others have touched.

After DeReus made his comments, Councilman Raul C. Ojeda said he would second the motion to reopen playground equipment in city parks.

During further discussion, Councilwoman Diana Bejarano Salgado said she was concerned about reopening the playground equipment because of the rising number of COVID-19 cases.

Councilman J.P. Sanchez said he was also concerned about the reopening and expressed additional concern about further COVID-19 spread during the upcoming Christmas holiday celebrations and the possibility of persons coming to Del Rio from out of town.

“At this time, I don’t think it’s a good idea. That’s my opinion,” Sanchez said.

Councilwoman Alexandra Falcon Calderon wondered aloud how many people would actually use playground equipment now that the weather is getting colder and fewer people are spending time outside.

DeReus, Ojeda and Calderon voted in favor of the motion, with Lozano, Salgado, Sanchez and Councilman Alfredo “Fred” Carranza voting against the motion.
