Council Candidate Profile — Elsa Reyes

Question 1: What in your experience, personal or professional, qualifies you for the position of Councilperson District 1?

“I have a total of 20 years of experience working with the City of Del Rio. My initial post was as a Transportation Coordinator. However, working with the city provided me with many different opportunities to serve in different roles. I served as the Women, Infant, & Children’s Director, Operations Director, Interim Nutrition Director, Interim Community Services Director, Interim Economic Development Director, Grant Writer but ended my tenure at the city as the Transportation Director. I was always grateful that the administration saw my abilities to lead in different facets and appreciated that they had faith in me to assist in different roles as needed.

“Serving in these distinct roles allowed me to gain a wealth of knowledge in different areas of how the City of Del Rio budget operates and learn all the different funds that are responsible for creating the annual city budget. My role as the Operations Director afforded me the opportunity to work closely with the Finance Director in preparing for the annual city budget workshops that resulted in the creation of the city’s annual budget. Serving as the WIC Director, Nutrition Director, and Transportation Director afforded me the opportunity to gain the knowledge of the Special Revenue funds of the city and how they operated independently from the general funds and enterprise funds. I was very grateful for the opportunity to build my skills in grant writing and the funding I received for the City speaks for itself.

“As the city’s part-time grant writer and Transportation Director I brought in over $2.5 million of additional funding for the city to fund different departments that include Transportation Department, Fire Department, Economic Development Department to name a few. My biggest accomplishment was the award of a $1.2 million Capital for Projects Grant I applied for with the Texas Department of Transportation to fund the recent completed Southern Pacific Rehabilitation Project. This resulted in the new Transportation Depot the City recently celebrated with the new rehabilitation of this beautiful building. I feel my experiences in all these different positions have given me a strong foundation to understand the needs of the city and the work that is required by the administration to accomplish all that is necessary to ensure all the departments have all that is required to effectively provide the services the citizens of Del Rio deserve. I have knowledge of the processes of how city staff should submit items to present to the City Council and have experience in dealing with the requirements for the procurement of services, bids, and protocol for council meetings.”


Question 2: What is your vision for this position for the next four years?

“If I am given the opportunity to represent the citizens of Del Rio there are countless issues that I would like to tackle and address with my fellow council members to improve our city for our citizens.

 Fiscal responsibility for existing and future projects. I want to always plan for the financial needs for all projects and anticipate future needs to sustain these projects.
 Continue to support Economic Development within the city. Ensure that the city is doing all it can to facilitate economic development and provide economic tools to achieve growth.
 Continue to support the City’s Downtown Revitalization. I feel that this revitalization is on an upward climb and I want to ensure that it continues.
 Continue to support the mission of Laughlin Air Force Base and ensure the city does all it can to prioritize and secure the relationship with Laughlin Air Force Base.
 Accountability of property owners and the issue of junk vehicles.
 Continue the efforts to re-establish passenger air service.
 Ensuring to always have all the information provided to the Council by City Administration when decided on the increase/decrease of any rates of service and ensure that we implement what the best solution is for the citizens and the city as a whole.
 Encourage City Administration to find alternative revenue sources to support the general fund other than the internal resources we currently utilize.
 Address Quality of Life issues.
 Support the administration in ensuring there is a clear understanding and accountability of the City of Del Rio workforce.

“The City of Del Rio has huge potential, and I just want to do what I can to ensure the city become financially stable and take advantage of the opportunities that exist for continued growth.

“Born and raised in the City of Del Rio, I have strived to give back to the community that has given me so much. The heart for service was instilled in me from a very young age as I watched my late father, Tony Reyes, serve the youth for over fifty years. He, as well as my mother Carmen Reyes, served on several boards of civic and religious organizations whose main objective was to help individuals and their families.

“I am a member of the graduating Class of 1986 from Del Rio High School. After graduation I attended Southwest Texas State University, now known as Texas State University and studied Business Administration. Upon graduation I worked in Austin until I returned to Del Rio in 1997 with the hope of making a difference within my community, and that began with my very first post as the city’s very first Transportation Coordinator.

“With all my experience working with the City of Del Rio I am the right person to fill the seat of District 1 of the City of Del Rio, and I respectfully ask for your vote on May 2, 2026.”
