NEWS — City council hears certified 2025 property tax appraisal roll

City council members during their most recent meeting listened to the submission of the certified 2025 property tax appraisal roll for properties within the Del Rio city limits.

Val Verde County Appraisal District Chief Appraiser Jackie Casanova submitted the certified city property values to the council during its Aug. 12 meeting.

Mayor Al Arreola recognized Casanova after the agenda item was read.

Casanova told the council, “I am here to present your 2025 market values. The city of Del Rio has a total of 17,211 accounts for the year 2025. 10,867 are single-family residential properties, of which 6,870 were homestead properties, 960 commercial real property accounts, and the remainder is a combination of mobile homes, personal property, industrial and other categories.

“The city’s market value for 2025 is $2,950,306,357, with a taxable value of $1,999,216,533,” Casanova added.

She said she would be happy to answer any questions the council members might have.

Councilwoman Carmen Gutierrez asked, “How much of a percentage did our market value increase between last year to this year?”

Casanova replied, “Roughly about 3 percent, and that’s a give-and-take, because when we initially present your preliminary values, our values are not fully adjusted. We have protest hearings over the summer, and so that takes place as well.”

Gutierrez asked, “And the actual taxable value?”

Casanova said, “That’s the $1,999,216,533, and I don’t have a percentage of increase. . .”

“Did it change significantly? Did we lose any?” Gutierrez asked.

“You didn’t lose. Your preliminaries were $1,963,000,000, and you did not lose over last year,” Casanova replied.

Councilman Jesus Lopez Jr. asked, “Does this include the new developments that are going in, as far as motels and houses and everything? Are they included in this particular projection?”

Casanova replied, “Yes, sir, they are. Any partially-completed improvement such as the hotels that have not been completed, they’re put on the appraisal roll at a certain percentage of completion, so that includes it.”

“And that will be the actual value of that property?” Lopez asked.

“For this year, and then upon completion, of course, that will be adjusted, and that will be full market value at that point,” Casanova replied.

The presentation of the certified roll required no action by the council.
