City council during Tuesday’s regular meeting approved contracts for maintenance at the Del
Rio Police Department (DRPD), the Del Rio Civic Center and the international bridge.
The first resolution was to authorize and direct the city manager to approve agreements in the
amount of $97,034 with Trane U.S. Inc. for maintenance of the heating, ventilation and air
conditioning (HVAC) systems at the DRPD’s main facilities and the Del Rio Civic Center.
Councilman Randy Quiñones made the motion to approve the resolution, and Mayor Pro-tem
Jim DeReus gave the second.
As described on its official website, Trane U.S. Inc. is a “building technology and energy
solutions company providing individualized, right-sized and forward-looking solutions for
commercial and industrial applications.”
In a memo written by Purchasing Agent Luis Menchaca and included in the agenda packet
provided to the council, the city had approved contracts with Trane for system assessments in
the past. Prior resolutions approved by the council included system assessments for the DRPD
and civic center during July and October 2024 and system assessments for the DRPD during
January 2025.
The work for the civic center includes the chiller loop clean and flush, air handling unit (AHU)
repairs, the pump variable frequency drive (VFD) and the 15HP pump. The work for the DRPD
includes board replacements in the police station.
The second resolution was to authorize and direct the city manager to approve a five-year
contract with E-Transit, Inc. in the amount of $513,562.92 for toll system maintenance services
at the Del Rio International Bridge.
Quiñones made the motion to approve the resolution, and Councilwoman Ernestina “Tina”
Martinez gave the second.
As mentioned in a memo submitted by Menchaca and included in the meeting’s agenda packet,
the city approved a master services agreement with TTEC Government Solutions, LLC for the
installation of a toll system. On March 12, 2024, a resolution was approved for the assignments
and consent of the contract regarding the agreement to be passed on to E-Transit, Inc.
The original contract with E-Transit expired on Sept. 30, 2024, and the vendor is proposing to
renew the contract for an additional five years along with two one-year options, totaling the
agreement to seven years.
The council unanimously approved both resolutions before moving on to the next agenda topic
during Tuesday’s meeting.
