Conflict has erupted between the City of Del Rio and The Good Bar, a local restaurant that had an agreement to lease business space on the grounds of the San Felipe Springs Golf Course.

On Monday morning, the City of Del Rio chained and padlocked the doors of the restaurant and posted a Notice of Lockout on the doors of the restaurant along with a chain and padlock.

About 8 hours later, the City of Del Rio Communications and Marketing team emailed the Lock Out Notice that was posted to the door.

City of Del Rio Issues Notice of Lock Out

DEL RIO, TEXAS — The City of Del Rio has issued an official Notice of Lockout to Peymo Group, LLC, doing business as The Goodbar, located at 1530 East US Highway 90, for non-compliance with the terms of its lease agreement.

In accordance with Sections 93.002(c) and 93.002(f) of the Texas Property Code and the lease agreement, the City has exercised its legal right to re-enter and take possession of the property.

The tenant may regain access to the premises by contacting the City to resolve outstanding lease obligations. For questions, please contact Scot Carcasi, Operations and Compliance Manager, at 830-398-0298 during regular business hours.

The City of Del Rio recognizes the value this location has brought to the community as a special events venue. Updates regarding future availability and scheduling opportunities will be provided at a later date.

For those who have already made deposits for upcoming events, the City will make every effort to provide appropriate accommodations.

While The Good Bar didn’t have a social media team to send out press releases, someone on the leadership team went on the city’s Facebook page and posted the following.

Good Afternoon Del Rio,

Once again, the City of Del Rio Government has made public announcements without consulting the parties directly involved—choosing to communicate a sensitive legal matter through Facebook rather than proper channels.

At The GoodBar, we have been proactive in reaching out to our customers with existing contracts, offering full refunds or alternative solutions for off-site catering to provide peace of mind during this period of uncertainty. Our commitment to our customers remains unwavering, now and in the future.

As part of our contract, we were guaranteed the exclusive right to sell beer and alcohol to patrons of the San Felipe Springs Golf Course—a stipulation outlined both in the original bid and the signed agreement. Texas law prohibits bringing outside alcohol into a municipal golf course, meaning all alcohol must be purchased from a licensed vendor—which was us, just as it was previously the city.

However, a few months into our contract, the City of Del Rio changed the golf course’s address without notifying us. This change led to the TABC revoking our ability to sell alcohol, costing us over $100,000 in lost revenue annually. HOW ARE THEY NOT RESPONSIBLE FOR THIS? Furthermore, the city failed to enforce existing laws prohibiting patrons from bringing in outside alcohol—a legal responsibility they knowingly neglected.

These contract breaches, among others, have resulted in significant financial losses for us. This matter is now in the legal system, and we urge everyone to wait for the outcome rather than speculate.

After five years of hard work, we will be back. Our catering services continue as always, and we look forward to serving you again soon—wherever that may be.

Monday evening, a city council member was asked if it wasn’t better to have a bird in the hand than have the building empty, they said they weren’t worried.

“We’ve already had several people call,” the council member said. 

The owners of The Good Bar, Jose Carlos and Dorian Guadarrama have told this reporter and others that they’ll continue to serve through their catering business, (For transparency’s sake, The Good Bar was a long-time advertiser for The 830 Times) which has always been a big chunk of their business. They’ll just have to find another location.

Jose Carlos said he’d retained local attorney and former mayor Robert Garza as his attorney.

The 830 Times submitted a request for interviews to the city on this matter more than a week ago and will continue to work to bring you accurate reporting on this story.
