Del Rio Police Department press release
On July 19, 2025, at approximately 7:13 p.m., the Del Rio Police Department responded to the 600 block of East Virginia Street regarding suspicious noises coming from the brush area behind a residence. The caller reported hearing loud screams, possibly
from an injured person or animal.
Upon arrival, officers searched the area and located a nude male lying in a puddle of mud. The individual was covered in mud but showed no visible signs of injury.
When officers attempted to communicate with him, he appeared disoriented and continued playing in the mud, ignoring questions. He eventually identified himself as Jesus Noe Borrego, 47 years of age.
A warrant check revealed that Borrego had an active arrest warrant for a Felony Theft offense. Officers searched the area and found a black T-shirt, boxers, shorts, and tennis shoes, which Borrego claimed as his belongings. He was dressed and placed in restraints after confirmation of the warrant.
During a search of Borrego’s person, officers discovered a small clear bag containing a white powdery substance.
Borrego was transported to the police station for booking.
At the station, the substance tested positive for methamphetamine. In addition to the active felony theft warrant, Borrego was charged with Possession of a Controlled Substance PG 1/1-B <1G.
