Five of the seven members of the Del Rio City Council were present at the start of the meeting. Councilman J.P. Sanchez joined the meeting at 6:32 p.m. Mayor Pro-tem Randy Quinones was absent.
Here’s what happened at the meeting:
Council sets public hearing on 2026 proposed property tax rate
City council members voted 5-0 to approve a motion by Councilman LeRoy Briones to set a public hearing on the proposed 2026 property tax rate for 6:30 p.m. Tuesday, Sept. 1.
The proposed property tax rate is $0.7070 per $100 valuation. City officials have informed council members the rate is the same as the current city property tax rate.
During the public hearing, members of the public will be invited to address the city council on the proposed property tax rate.
Council sets public hearing on Fiscal Year 2026-2027 proposed budget
City council members voted 5-0 to approve a motion by Councilwoman Carmen Gutierrez to set a public hearing on the proposed Fiscal Year 2026-2027 budget for 6:30 p.m. Tuesday, Sept. 1.
A copy of the proposed city budget is currently on file at the city secretary’s office at City Hall, 109 W. Broadway St. It is also available on the city’s website.
During the public hearing, members of the public will be invited to address the city council on the proposed Fiscal Year 2026-2027 budget.
Council hears presentation on city’s enterprise funds
City council members took no action following a presentation by Interim Finance Director Roxy Soto on the city’s debt service, enterprise and internal service funds.
Soto spent most of the presentation providing information on the city’s seven enterprise funds, which include the gas fund, water fund, international bridge fund, international airport fund, refuse/landfill fund, municipal facilities fund and wastewater/sewer fund.
Soto discussed the number of employees paid through each fund and detailed the revenues and expenses anticipated from each fund.
