NEWS — Court honors outgoing Amistad Land Use and Zoning commissioners

County commissioners court members on Wednesday honored two outgoing members of
the county’s Amistad Land Use and Zoning Commission.

The court unanimously approved resolutions of appreciation honoring the service of Billy
R. Whaley Jr. and Robert Beau Nettleton during the court’s regular term meeting. Only
Whaley was present to receive his resolution.

County Judge Lewis G. Owens Jr. and Joanna Montemayor, the county’s risk manager, read the resolutions honoring the two men.

The resolution read as follows:
“Whereas, Billy R. Whaley Jr. has faithfully served as a member of the Val Verde County’s Amistad Land Use and Zoning Commission, and, whereas, throughout his term
he has demonstrated outstanding dedication, professionalism and a sincere commitment to protecting the public interests while guiding responsible land use and development in
the Amistad area, and “Whereas, he has actively participated in deliberations, offered sound judgment and
insight and worked collaboratively with fellow commission members to ensure the
sustainable growth and environmental integrity of Val Verde County, and

“Whereas, his term of service has now concluded, and the Val Verde County Commissioners Court wishes to formally acknowledge his valuable service and lasting
contributions, now, therefore, be it resolved that the Val Verde County Commissioners Court does hereby extend its deepest gratitude and appreciation to Billy R. Whaley Jr. for
his exemplary service to the Amistad Land Use and Zoning Commission, and “Be it further resolved that this resolution be entered into the official records of Val
Verde County and a copy be presented as a token of appreciation for his service to the community.”

After completing the reading of the resolution, Owens called for a motion. Commissioner
Pct. 2 Juan Carlos Vazquez made the motion to approve the resolution, and Commissioner Pct. 4 Gustavo “Gus” Flores gave the second. The court unanimously
approved the motion.

After the vote, Owens noted that another resolution, with the same wording, had been prepared for Nettleton.

Owens said, “He also served on this commission and also served for many years as our Precinct 3 county commissioner.”

The judge then called for a motion on the resolution for Nettleton. Commissioner Pct. 3 Fernando Garcia, who succeeded Nettleton in the Precinct 3 commissioner position,
made the motion to approve the resolution, with Commissioner Pct. 1 Kerr Wardlaw giving the second. The motion to approve the resolution for Nettleton also passed
unanimously.
